The National Board for the Promotion of Rifle Practice (NBPRP), an advisory board to the Secretary of the Army was disestablished by this law and replaced by the Corporation for the Promotion of Rifle Practice and Firearms Safety. This Corporation will be a non-governmental, tax exempt organization governed by a Board of Directors. The initial board will be appointed by the Secretary of the Army and will be responsible to develop all policies and procedures for the implementation of all aspects of the CMP. The Director will conduct all operations and is responsible to the Board for the actions of the Corporation.
No federally appropriated funds may be used by the Corporation to conduct operations. All funds must be generated by the Corporation through authorized sales and fees charged. The Corporation may solicit, accept and retain funds and services from donations, bequests or gifts.
The law authorizes the Corporation to continue to sell M1 Garand rifles and gives further authority to sell any surplus caliber .30 (excluding the M14 rifle) as well as caliber .22 rimfire rifles. These sales may be to individuals or clubs and associations which are affiliated with the CMP. The Corporation is also authorized to sell surplus caliber .30 and caliber .22 rimfire ammunition to qualified individuals and affiliated organizations. Additionally, the Corporation may sell repair parts for all surplus caliber .30 rifles and caliber .22 rimfire rifles.
The Corporation may charge fees for all competitive events authorized by the CMP. The events will continue to include all Excellence in Competition (LEG) matches and the National Rifle and Pistol Trophy Matches. The law authorizes the National Matches to continue to be conducted at Camp Perry, Ohio.
All funds collected by the Corporation shall be used only to conduct the official functions of the Civilian Marksmanship Program.
The CMP is authorized to provide support and encouragement to clubs and state associations with emphasis on strong junior programs. These programs will include instruction in the basics of marksmanship, firearms and range safety, competitive marksmanship and any subjects related to rifle safety.
The Corporation is authorized to provide rifles, ammunition, targets and other supplies to affiliated organizations in support of programs. These rifles may be either loaned, sold or leased to clubs and associations. Ammunition will be authorized based on junior members participation in an organization's activities. Funds collected from the sale or lease of any items in support of affiliated clubs may be used only to cover direct and indirect costs of the CMP operation.
The Corporation will assume the responsibility for the Distinguished Rifle and Pistol programs from the NBPRP. This responsibility entails all files and records and the award of Distinguished badges to civilian competitors in both categories. The Corporation will provide suitable awards to affiliated clubs and associations for junior participation in various marksmanship programs.
The Civilian Marksmanship Program will continue to support marksmanship
activities oriented toward the young men and women of the United States.
Marksmanship and firearms safety are every shooter's responsibility. What

in marksmanship and rifle safety which will allow them to take their place

b. Current National Rifle Association (NRA) Instructor Certification for Rifle.
c. An NRA high power rifle classification card or NRA temporary score record book reflecting at least 50 shots fired in an NRA registered/approved high power competition.
d. A match bulletin which indicates the applicant has fired at least 50 shots in an NRA registered/approved high power competitive event.
e. A letter from an DCM affiliated organization indicating the applicant has fired in an instructional clinic or annual record firing.
f. A current military identification card (copy of both sides) which reflects status as Active Duty or Reserve Component in the uniformed services of the United States. This does not include retirees.

may be worn. The wood will be sound,
but with probable dents, gouges and bruises. Parts and/or finish are not
necessarily original, and may be
mixed from different manufacturers. Bore condition measured by a throat
erosion gauge will vary from 1

SERVICE GRADE LESS WOOD: $325.00 - Same as above, all metal parts only.

"DANISH ISSUE" SERVICE GRADE: $400.00 - Limit of one per customer per calendar

Army by Denmark and may contain a mixture of Danish and Italian parts.
Wood may be walnut, birch, or
beech. Rifles may be coated with a preservative as received by the

SELECT GRADE: $550.00 - Limit of one per customer per calendar year when

Service Grade but initially picked out for nicer external appearance. Metal
finish is very good to excellent,
and the stock will have fewer dents, gouges and bruises. However, the main
difference is assured bore
condition: throat erosion will not exceed 2 (minor wear). If the gauge
reading is greater than 2, a rifle is
classified as Service Grade regardless of its external condition.

of two criteria qualifies a rifle for this grade: originality or scarcity.
Condition is secondary: the rifle is not
likely to appear "new", and in fact may look no better than some rifles
in Service or Select grades. Bore
condition may gauge from 1 to 5. As of November 1, 1999 please add $19.95

Examples of Collector grade rifles include, but are not limited to:
Any M1 of any era, from any of the four manufacturers, having all the original
parts and finish as
shipped from the manufacturer, with the appropriate inspector’s cartouche
on the stock;
Any pre-WWII Springfield Armory M1 with essentially all original parts
(may have some minor
parts replaced);
Any Winchester "dash-13" variations (1.6 million serial number range);
Any International Harvester M1 rifles with the original barrels and most
other original parts, as well
as those rifles bearing unusual manufacturers’ logos on the receiver, including
the "Arrowhead",
Gap-lettered" and "Postage Stamp" variations;
Any Harrington and Richardson M1 with a serial number in the 6 million
range.

PACKAGING FOR M1 AND M1903 RIFLES
On 1 October 1999 the CMP began packaging all
M1 and M1903 series rifles in an "egg crate"
convoluted foam pack.
NOTE: Over the past 50 years most M1 rifles have been arsenal rebuilt,
refinished, rebarreled or repaired
at least once and probably several times. Most will show signs of service
(often considerable) and
replacement of various parts. They are seldom encountered with all original
parts and original finish as
delivered from the manufacturer; such "original" rifles, even in well used
condition, are prized by collectors.
Do not expect "new" condition or unissued rifles in any grade. Orders
are filled on a first-come
first-served basis. Rifles OF ALL GRADES, INCLUDING COLLECTOR GRADE, are
packed for
shipment purely by "luck of the draw". The CMP CANNOT ACCEPT ANY REQUESTS
FOR
SPECIFIC MANUFACTURERS OR VARIATIONS.
Basic Eligibility Requirements are:
You must be a current member of a CMP-affiliated gun club or state association;
A U.S. citizen aged 18 or older;
Satisfy CMP criteria for marksmanship participation within the past five
years (this requirement is
waived for law-enforcement officers, military personnel, veterans and certain
others;
Not prohibited by federal, state, or local law from purchasing or possessing
a rifle.
A criminal record background check by CMP is required unless you provide
satisfactory proof that such a
check has already been conducted.
Suspension of Collector and Select Grade Applications
On July 31, 1999 the CMP suspended accepting applications for both the
Collector and Select Grade M1
Garand Rifles. There are currently over 3000 names on the waiting
list for each of these grades. Based
on the number of rifles in these grades that were found last year, we estimate
that the current waiting lists
will not be satisfied for approximately 3 years. We will continue
to inspect and grade rifles and fill existing
Collector and Select grade orders until the current backlog is eliminated.
Periodic progress reports will be
provided. We expect to resume accepting applications for the Collector
and Select Grade rifles in Jan
2002. This date is subject to change based on what we find in our
Inspect and Repair operations.
